Province 1 SA winter session still uncertain

Pathari : The winter session of province 1 State Assembly (SA) is still uncertain due to lack of a consensus in determining its name and the location for permanent capital. 

The summer session had ended on last October 9, with an agreement among the SA members to meet again before the week of December for the winter session.

But, the session has got delayed as the SA is yet to find a general agreement on the issues of province's capital and name, and the province government has not yet provided the agenda of discussions to the SA. 

Province speaker Pradeep Kumar Bhandari said the winter session which was expected to finalise the issues of permanent capital and name could not kick off on the agreed time due to lack of a consensus on the matters. "When we sat together to seek a consent on the issues, we realized that more homework was needed for so and the session could not kick off on time due to the same reason." 

Main opposition Nepali Congress whip Surya Rai questioned over the government competency to finalise the issues. 

The province has so far passed 23 bills. The constitution has specified 21 issues to remain in the common list of the rights of federal and province governments and 25 are in the list of SA.
