Sudan’s opposition alliance names Abdalla Hamdok as PM

Sudan’s opposition Freedom and Change Alliance on Thursday agreed to name Abdalla Hamdok as prime minister in the transitional government.

“The structures of the Freedom and Change Alliance concerned with formation of the expected transitional authority have agreed on Dr. Abdalla Hamdok to assume the post of Prime Minister during the transitional period which extends for three years and three months,” said the Sudanese Professionals Association, a major component of the Freedom and Change Alliance, in a statement.

The association welcomed the selection of Hamdok as the prime minister, vowing to support him. Hamdok, who obtained a BSc degree from the University of Khartoum, MA and PhD degrees from the University of Manchester, was a senior official in the Ministry of Finance and Economic Planning during the 1980s.

In the 1990s, Hamdok held senior positions first at Deloitte & Touche, and then at the International Labour Organization in Zimbabwe, followed by several years at the African Development Bank in Cote d’Ivoire. Hamdok was the regional director for Africa and the Middle East of the International Institute for Democracy and Electoral Assistance from 2003 to 2008.

He worked as director of regional integration and trade for the United Nations Economic Commission for Africa (UNECA) in 2001 and 2002, and UNECA deputy executive secretary from 2011 to October 2018.

In September 2018, Hamdok was named as the minister of finance by the ousted president Omar al-Bashir, but he refused the accept the nomination. The opposition alliance and the Transitional Military Council (TMC) are expected to sign on Aug.

17 the final deal concerning the political and constitutional declarations during the transitional period. The appointment of the members of the Sovereignty Council is set for Aug. 18, and the appointed members will take the constitutional oath on Aug.

19, which indicates automatic dissolution of the TMC. The prime minister will be appointed on Aug. 20 and take the constitutional oath the next day. Then the members of the Council of Ministers will be announced on Aug. 28, and approved by the Sovereignty Council on Aug. 30 before taking the constitutional oath on Aug. 31.

The new government will hold its first meeting immediately after the oath taking. The first joint meeting for the Sovereignty Council and the Council of Ministers is set to be held on September 1.

The Sovereignty Council will include 11 members, including five civilians, five military representatives and one civilian to be selected through mutual consultation.

The Council of Ministers is to be composed of 20 ministers appointed by the Freedom and Change Alliance, except for the ministers of defence and interior who are to be selected by the military members in the Sovereignty Council.
